Thanks @frm.mwz for the help. i found a temporary solution. i will need to create two lists. 1st with all subscribers. and 2nd with Inactive subscribers (Who did not open/click any previous emails) then Using Lists>Tool> Sync i delete the duplicated subscribers.

I think its not possible currently. I believe you can check which campaign has a specific subscriber opened. or check list of all subscriber who have opened/clicked a specific campaign(s).

You can set campaign max bounce to 2% (avg hard bounce rates is 1.5%) so if a campaign reached 2% bounces it will blocked. also enable Blacklist words and add some spammy keywords, so if a client included one of those words the campaign will get blocked. Also don't allow them to import lists...
