Good start.
If you try to debug sending (ie use the command) while you still have the crons running, this will not give you a clear view.
If you pause your regular and autoresponder crons, and then setup new (test) campaigns, and then do the send debug, then you will be able to see more clearly what happens.

Also, make sure you don't mix up 'company' (an organization usually for profit) and 'campaign' (sending a message to multiple recipients).

This is because if you want to send 22 campaigns at once, you need to enable pcntl for sending.

That being said, if you just want 3 emails at once for each campaign, and 22 campaigns at once, try these settings:
