Does the Max. bounce rate count INTERNAL bounces ?

i v set the max bounce rate under setting/campaign to 10%. the campaign show me bounce rate of 25% but the status still sending, i was wondering why does the status change not to stop??
now after i look into campaigns bounce logs, i see that the majority are internal bounce. And thats why the mailwizz still sending
