Send at once 0
Pause 0
Emails per minute 4000

AMAZON Max Send Rate: 90 emails/second

1 second - 1 email send ?? Very SLOW

In delivery server do you use Amazon Web API or you have setup SMTP server ?

Check your Delivery server settings as well customer group setting.

You have set Emails per minute - 4000, change it to low like 50 or 100 and then check.
