You can export them and then import them directly in the blacklist.

Also, does the Blacklist take effect for ALL CUSTOMERS within the system? If Customer #1 has the same users as Customer #2 and Customer #2 black listed their ENTIRE list.... would Customer #1 then have an unusable list because all subscribers have been blacklisted?

Yes, the blacklist is globally.
However, when mailwizz blacklists an email address it means it should be blacklisted.

If you enable blacklists for each customer, then they would be separate.
