single (manual) test email pre campaign broadcast

How can I quickly send a test of a campaign before it's being broadcast to a single email address that's not in a list without creating a new list with that one recipient?

I want to be able to just push out the campaign to an individual email address (manually), i.e. to get sign-off, or to let somebody know that THIS is what I am about to broadcast...

Have you tried the "Test Email" button from the Template step of the campaign?
