Resource temporarily unavailable error

My application log is getting filled with these errors. Email is sending but it looks like it has slowed down a lot since starting to see these. It looks like it's just one customer (not even the largest one) that it happens with.

What do they mean?

@corey34 - see your mysql logs, there might be dozen reasons for this to happen, but the logs should contain the exact one.
