Not sending after upgrade to 1.3.5.9

All campaigns are stuck in pending after upgrade.

Here is what the log is saying. Any idea what is going on?

@Mattias - That file has been fixed, so you can simply re-download the archive, take the file from the archive and put it on your server to override the existing one.
