Multiple Users Under a Customer?

Is it possible to create multiple users under a customer? We want one for the admin for that customer, and another for an assistant who will go in and manually unsubscribe people.

Is this possible? If yes, is it possible to limit that person's access?

You can enable subaccounts from Backend > Settings > Customers > Subaccounts and then from customer area you can create subaccounts and you can give some permissions like: manage lists, manage campaigns...
