If I have multiple email verification services enabled, how does this work? Is the email address passed through all enabled services, or is there a place to specify priority, and the next one is only used if the first one runs out of credit?

It will run all the enabled ones. All those services are telling you that you are out of credits after they try to verify an email, so is the same thing as verifying in advance.
