Limit max campaigns per customer/group

I have a problem with one of my customers. My campaigns at once is set to 10. There's this customer that creates and sends more than 10 campaigns at once. This fills up the queue and puts all other campaigns to pending-sending mode. It takes hours for some campaigns to just start sending. I have been getting lot of complaints. What is the best way to handle this?

Is there a way I can limit campaigns at once per customer or customer group?

While that is not possible right now, why not put the guy in a group that requires campaign approval before sending, and approve his campaigns when you see fit?
