How work delivery setting ?

Hi Folks,

Does anyone know how delivery settings work?
I read this article and debug sending campaign but can understand how it works.

Here is my configuration


After running, cron job system sends about 10 emails (time of processing about 2 min).
As I understand from this article, it should send about 10x100x5x5=25000 emails.

I need to understand how processing of getting emails for sending work.
For example, I have list with 50M subscribers and I feed that list 5K every day and need to send only last 5K imported subscribers.
The system will process all 50M subscribers to reach the last 5K ?
