How is Automatic Blacklisted Function working

I notice the blacklist is automatic included the soft bounce.(Not delivered because of spam)
How to setting to deal with hard bounce only?

@hezinai - it works by matching some defined rules which can be found in apps/common/components/vendors/BounceHandler/rules.php
However, i have now added the above rules so that it does not blacklist such emails.
Attached is the new rules.php file which you can use to replace the existing one.
