Does BulkEmailChecker Extension work setting from backend or only from customer area?

I saw the screenshot of this post: [1]

This extension only works (display) as a new menu on customer area or it can be setting from backend (admin) too? I mean, does it can be used for setting only in backend and in case it is desired it can be setting (displayed) in customer area too?

I would like to know if is possible to setting extension in the same way like every Delivery Server has a customer, in backend assign a BulkEmailChecker API to the customer.
