Customers able to send emails over the quota specified

I have a problem that customer is able to send more than what they're allocated through the customer group.

I have a group with 300 emails as the monthly limit but customers can send much more than that. The limit simply doesn't apply. See the screenshots for info.

I have reproduced the problem. Can you please take a look ? I've updated the ticket with details.
