Confirmation email not getting resent when unsubscribed user opts back in

When a user unsubscribes and then later opts in again on a web form, the status changes to Unconfirmed, however, the double opt-in/confirmation email does not get sent. It seems the confirmation email is only sent the first time they subscribe, is there a way to change this?

Can you check that subscriber is in Blacklist ?

For what it's worth, I seem to have come across the same behaviour: If a record is listed as "unsubscribed" in the database, they don't seem to receive the opt-in confirmation if they re-subscribe. Not blacklisted.
