Calling Console.php from browser

Is there a way we can call Console.php commands from a browser without using a Cron Job?

Not possible. console commands are designed to run on cronjobs not web crons.

To add to @Dev1@OptiBiz1 great answer, there's a good reason this functionality is not browser based.
Browsers, via web servers, timeout after about 30 seconds, while command line cron jobs can run forever and without the needs of human interaction.

Ah yes, the ol' time outs... my problem is that my hosting only allows 15 minute minimum times on crons, which is why I ask. Is there a possible workaround for that?

Yeah, change host
Joke aside, you really don't have many options, except either change host or change the sending settings and instead of seding 100 subscribers at once, send 1500 to make up for those 15 minutes. It will be still slow, but bearable...
