Are "Test template" emails checked against "Blacklisted emails" and "Email blacklist settings"?

Hi!
I have created correct Regular Expressions.

But I was surprised when I saw that there were emails sent to addresses which were presumed to be blacklisted because of Email blacklist settings.

I checked "Regular Expressions" again and found them to be correct.
Immediately after I made a test using "Test template". The message said "Successfully sent."

I added another address of mine at "Email blacklist settings" and sent a test email again. I received the email successfully.
Then I added the same address to "Blacklisted emails" and sent it again. The message was still sent successfully to me.

My first question is: Are "Test template" emails checked against "Blacklisted emails" and "Email blacklist settings"?
If so, then I have another question: What might the problem be and how can I fix it?

@Arta - We don't block those emails, any good reason why we should check them against blacklist ?

Thank you for your answer.
I had doubts, so I asked. There is no essential reason to check them against blacklist.
That seemed to me the fastest way to test the blacklist. So I tried to do that.
