API Problem - Upgrade 1.9 - 2.3.6

Hi,
I have just upgraded 2 accounts from 1.9 to 2.3.6 without any errors.
The API is not working any more on both accounts, the Api keys option is not in the costumer menu no more.
I do have the option on fresh installs.
(I have changed the private key with the same key as the public key on the other end)

Any ideas ?

Double check and re-save your settings from Backend > Customers, and/or the settings for the customer groups.

That's what I did, but still having the problem.

I'm not using customer groups,

problem solved, API status was offline in common settings
