    We have been exposed to this and it's friggin' annoying, they all came from the same IP which was behind a VPN. The thing is that they complain at the email sent out requesting them to confirm their emails. A tough captcha is the answer.

    No, that is not correct. If you check the license terms there, it can be several instances per IP and still not violate the license terms. Even if you have a dual server setup it's still only one license per active IP (so in the dual server setup, the redundant/failover server is ignored).
