It should tell you what the issue is. I have my money on a slow smtp connection that takes between 2 and 3 seconds to do the delivery.

Well, don't use /usr/bin/php-cli, use whatever you use in your cron jobs. and make sure you disable the send-campaigns cron job while doing the test from command line.
