Number of Delivered Mail

Hi, there

I just succeeded in sending 955 email but on "Delivered" column, it only says 300 emails were delivered which is 31.414%

why is it not delivered to all subscribers? Would appreciate for some assistance.
FYI
I just checked log, and found this mssg

Connection could not be established with host postal.xxxx.net [Connection refused #111] Log data: ++ Starting Swift_SmtpTransport !! Connection could not be established with host postal.xxxx.net [Connection refused #111] (code: 0)

would really appreciate if anybody can help me with this
