How to set the sending time using subscriber time zone ?

I have a list including users from multiple countries. How can I set up the sending time using the subscriber time zone ? So email will always arrive at the subscriber mailbox at the same time (9am for example) no matter which countries they are living in.

This is the time when you want the email to be sent.

and why timewrap is not working with autoresponder ?

That's because you set AR to send after a period of time, so the time is relative in the case of the AR, it makes no sense to make use of the timewarp feature.
