How to separate Open Users in Separate Groups

Are we able to separate open users into separate groups and send emails later? If yes, please share with me the steps

You can send campaign only to subscribers that have opened or have not opened previous campaigns.

From Campaign > Setup

To create list with opens you can use Lists > All subscribers > Filters
