I have a client who needs to have a copy of all emails sent. Is there a way for them to export the emails in PDF or other files just as if the person was viewing it. This means not the template with variables, but the actual email.

No, that is not possible. You will need some custom coding to do such a thing, not to mention that the parsed template could be exported as the code only.
