Edit index or leave alone?

I don't know how I got to this page but I ended on it for some reason. It is index.php and it looks like the attachment. What is this page for, do I need to edit it and if so, from where?

How does one land onto this page?

You can disable the page from backend > settings > common It's the homepage/frontend page.

I went to backend > settings > common and did not see any "homepage/frontend" pages.
