It seems every new autoresponder or campaign created is auto-blocked until approved by admin, is this a setting somewhere I can disable?

This is what I see:

"Your campaign(regular) named "x" has been successfully saved but it will be blocked from sending until it is reviewed by one of our administrators!"

Check this: Max. bounce rate / Max. complaint rate from Backend > Settings > Customers > Campaigns
 
yes, part of this group, which also has this disabled

I don't have anything to add to this, I doubled checked the code and ithis happens only if we find the words you defined in the campaign subject or content. Please note that we search partial words as well, so if you define "bc" as a bad word, it will match a string as "abcde".
