Time Zone Change

It is quite useful to set server time and mailwizz time to UTC, and then count or set customer time to whatever is the target time.
 
Why do you suggest that I set the server time and mailwizz time to 5 hours ahead of the time I want to send out my campaigns?
How does one go about setting the times for both?

I thought that changing the time zone in the my account section would fix this issue, but I scheduled a campaign for this morning EST and it has yet to be sent out...
